The movement for so-called "tort reform" - laws that
make it difficult or impossible for injured consumers to turn to
the courts for resolution and protection -- has sunk millions of
dollars into hundreds of industry-sponsored, conservative groups,
"think-tanks," polling companies and lobbying firms. These
organizations are setting legislative agendas, devising strategies
and purchasing expensive media to convince the public that the tort
system is out of control and needs to be scaled back.
These groups include national organizations like Citizens for a
Sound Economy, American Legislative Exchange Council, Americans
for Job Security, Center for Individual Rights, Federalist Society,
Manhattan Institute, Competitiveness Enterprise Institute, the Washington
Legal Foundation and the U.S. Chamber of Commerce, as well as state
"Citizens Against Lawsuit Abuse groups, "civil justice
leagues" and state business councils around the country, to
name just a few.

its PR firm, APCO Associates, Citizens Against Lawsuit Abuse, the
Washington Legal Foundation and the Manhattan Institute.
