Limiting liability doesn't lower insurance rates

A recent study by our organization shows that tort law limits enacted
since the mid-1980s have not lowered insurance rates in the ensuing
years. In fact, states with little or no liability restrictions
have experienced approximately the same changes in insurance rates
as those states that have enacted severe restrictions on victims'
rights.
History is clear on this matter: Legislative attempts to reduce
insurance rates by taking away the rights of the most seriously
injured in our society have been and continue to be a failed public
policy.
